I have the honour to inform you that I have not completed eight years' resident service in Hongkong, for eight years my salary has remained the same although my responsibilities have been increased and my duties largely added to.
I may state indeed that my salary is less now, eighteen per cent than it was eight years ago, for the dollar, which was then worth 4/5 is now and equivalent to 3/5d. I therefore beg to request that the circumstance of the case may be submitted to the Governor in the hope that His Excellency after due consideration will be able to grant me an increase of salary.
I may briefly state the facts upon which my application is based:
I was appointed on Feby 2, 1872, Superintendent of the Civil Hospital, with a salary of £450, with the understanding that after three years I should receive an increase of £50 per annum.
I arrived in Hongkong and took charge of the Hospital on Feby 22, 1873. All the C.D. Examinations were then made by the Colonial Surgeon, but I found that in addition to the Hospital duties which I had stipulated to perform, I was called upon to undertake nearly the whole of the medico-legal work of the Colony. It was also ordered that I take charge of the smallpox Hospital, distant three miles off, both without any remuneration whatever.
On March 24, 1873, the Colonial Surgeon (Mr Me Conn) died, and from that time I became Acting Surgeon under the C.D. Act and the Eastern district with an allowance of £75.
